High Electric Bills

I was wondering what is the law in Cumberland County, North Carolina if you have a tenant that has high Electric Bills and is wanting out of her lease she says that electric bills are higher then her rent. Her rent is set at $670 and her electric bills have been running anywhere from $450-$800 and they are not extentions they are the actual bills. Does the owner have to place insulation under her house or is it ok without insulation and the tenant can just have to learn how to stay warm without using the heat in the winter and the air in the summer.
