spraying at a rental

Hi,

I live in an apartment building in Marin County and this morning I opened my window and saw a man spraying what he said was herbacide on the lawn and the plants below my window.  I was not aware that this would be happening in the complex and I contacted the managment to inquire.  A message was left for me stating that posts were put up, but I have not seen them, nor have other tenants I’ve spoken with in the building.  The landlord ordered that the spraying be continued after I expressed my concern.  I am not feeling well and appear to be having an allergic reaction to this chemical.  
Can you please advise me of my legal rights?
