Bed Bug Financial Responsibility

I have been living at this senior affordable complex for 7 years. I have never had bed bugs and don’t now.
However, when I renewed my lease I had to sign a form stating that I was financially responsible for bed bugs in my apartment. Since I have no control over who the management leases apartments to why am I responsible if the tenant brings in bed bugs that could infest my bug free apartment?
The landload sprays for roaches but because bed bug extermination apparently costs much more the (management) holds me responsible for something I cannot control.
