Can an ex-landlord do this?

Hi. I am having a problem with an ex-landlord that I rented from about a year and a half ago. When I moved out of the apartment,I cleaned it from top to bottm. This landlord became the manager toward the end of my lease. At that time I started noticing that the apartments were going down because of the people who were moving in. The maintance men who worked there were even quiting because of this new lady. When I moved out the only thing the landlord said to me was to make sure I turned in the keys by the time I moved eveything out on the day I was moving. I did that no problem, cleaned the apartment from top to bottom. When I went to use them as a reference, the apartment manager told then new apartment that I owed them $15.00 for the carpets not being cleaned. I told him I had no idea what he was talking about because I nobody said anything to me or sent a noitce or anything. When I went to go and talk to the landlord, her assistant was there and I explained everything to her. She informed me that she didn’t see anything in the computer that I owed anything and there was nothing in my file that said I owed anything. She printed me a copy of the my pay history, and at the end of the page said a zero balance. I took it back to the new apartments and they said they were going to accepted it beceause it was on their letter head and clearly showed I didn’t owe anything. Now I was moving out of the recently new apartment and used them again for a reference for another apartment, now these apartments was own by the same company as well. The landlord of that apartment calls me back and says that the landlord now said I owed $90.00. I told her that was not true because she just told another complex that I owed $15.00. I went back down there and talked to her again only for her to tell me that the print out I received from them did not count even though it said I owed nothing, and that she said she didn’t talk to the apartments I had just moved out of . That also was a lie because the guy who did my paper work talked to her his self and said she was the one who told him I owed the $15.00 and he called her by her name. So I ask her how is it he was able to call u by name and tell me that this is was what was said. She said no and acted as if she didn’t know what I was talking about, and stated that she didn’t even know that was in my file of this money I supposely owe. I asked her you are the manager, amd you didn’t know that I owed this money. She said no and that it would not go to a collection agency or on my credit because it was under a $100. I told her that this made no sense to me and I was very upset and if I paid this would she come back later stating I owed something else she said no. No here it is September 15th, and you guessed it, I get a letter from a Rent Recovery Solutions for $90.00.Now my questions is what can I do about this and can she get away with this despite the pay history that I still have that came from their office? ( sorry about the long story, but I figured I might as well explain it so it made sense.) The $90.00 she stated was turning the keys in laet, carpets and the apartment not being cleaned.
