bedbug removal expense responsibility in VA

I live in state of VA. I notified my landlord of bedbugs in my apartment. They came and confirmed it. Now they are sending us a letter saying we need to pay for the extermination process. I discovered online on some forums that even tough the lease might say something about the tenant being responsible for pests, this is more of a habitability matter which makes the landlord responsible.
Should I let my landlord know about this?
Should I file complaint with RPA?
