Peeling Paint

I moved into a apartment two years ago and quickly found that I was going to be very unhappy. Every window sill, molding and kitchen cabinets and tub were painted white. Now I am not a professional painter but I quickly relalized as the paint started peeling away that there was not a inch of primer on anything, infact they were painting over a tan latex paint. The first time I called them they sent someone to retouch it and after the third time they said it was my fault as it was a proffesional job. Some one please give me some insight,I refuse to lose my $1000 deposit over this.
