evictin disabled

my brother is 57 years old diabled, on section here in Maine. 5 weeks ago he was evicted from his apartment.
they said it was ‘condemned’. he has been homelss sense and temporarily living with mother of 79 years.
does owner have legal rights to do this? how can he appeal? He has been cleaning apartment up but just told he had 7 days to get out.
all advise welcomed
