Landlord charges 4 utilities by size of apt

I live in an apartment complex of 388 units in Florida. The landlord is a big property/management company in New York. He is charging for water/sewer/trash removal by the size of the apartment….square footage.  So, as a single renter in a 2/2 apartment, I’m paying the same monthly charge for those services as a family of four in the same unit down the hall. Is this legal? Am I going to have to take in laundry to pay my rent (which, BTW is going up 12% to bring it "up to market")?
