Can someone file a complaint of harrasment for 4 emails?

We have recently moved to the second floor of a two family house. The tenants on the first floor have their TV very loud during the night and between the hours of 10:30 pm to 5:30 am. They work at night from home. We can also hear their conversations. We have sent four very polite emails with copy to the landlord them requesting to please lower the TV at night. We also went downstairs one day at 12:30 am and knocked on their door to please ask them to lower the TV. They told us that if we had further complaints we should call the police. They never answered to any of our emails or lowered the TV at night. And they file a complaint of harrastment against us at Court. We have not harrased them. On the contrary, they have not respected the lease terms on a peaceful enjoyment of the premises. I think our requests were very normal and we sent four respectful emails because we never got a response neither our petition was granted. What can I do?
