Neighbor complains about noise that we don’t make/ is this harrasment?

Please, I need some advice: we have a neighbor who lives below us and has complained about noise to our landlord twice. The problem is that we don’t make any noise at the time she is talking about since we are usually sleeping at that time. We are very busy and we go to sleep early at around 9 – 9:30 pm. she says she can hear us walk and it is too noisy, but there is nothing we can do, since we are sleeping!!! Boy!! this so frustrating. What can we do about this? Please, advice!!!
