no heat, no fix

I am a renter on capitol hill in Denver, CO. I just moved into a 1930’s building about 3 months ago. This being Colorado, the weather starts to get pretty damn cold around the end of October. As the weather temperature declines, I like putting the heat on so I don’t freeze in my own home. In my lease agreement that I signed I said that I would pay an additional $35 a month with my rent check for heat specifically Oct-Mar. When I signed I thought this was totally fine since those are the prime heat months. Well, it is now November, and after speaking with both my landlord and property manager the heat is still not working. They keep claiming that the boiler is going out, and they come fix it so the heat works for about two to three days. Then it goes out. Ironically the only time the heat doesn’t work is when the temperature drops below 30 degree’s. So when I wake up in the morning it is between 35 and 40 degrees IN MY APARTMENT. The landlord keeps telling us that no one else is complaining but I really don’t care. We don’t have heat and we keep being told that its just our apartment and they are "fixing the issue". I want to file a formal complaint but I don’t really know who to talk to. Any advice would be greatly appreciated!!
