I am a tenant in an 12 unit apartment..Question is my brother just moved in 3 mos. ago..3rd floor…He has a problem with 2nd floor guy who moved in with his girlfriend who is the one who is on the lease….this guy doesn’t let him alone..my brother can’t even move his belongings in because this guy harasses him by yelling loud vulgarities, bangs on walls, when my brother takes shower he turns his water on so he doesn’t get pressure…my brother told landlord….Landlord tells him to call cops my brother doesn’t want cops involved…this guy doesn’t work…so he is home all day…so my brother can’t get any peace…our landlord wrote his girlfriend a letter telling him to stop…but he still continues harassing….He even wrote goes up to the 3rdfloor at times and bangs on his door….of course no one sees him do it….What can he do?
