Flooded apartment!!!!!!!!Help what do i do?

me and my friend recetly got an apartment together may 28 2011 was the day we moved in. july 1 i had came home to my floors wet i thought i had left something on but it turned out that the apartment in front of us had a broken pipe..all our suff got wet everything in my closet smelled..we had told the manager he got someone out that night to clean up all the water. since me and my roomate have kids we couldnt just go any where for the night and didnt have family member to help..our rent was due that week so we couldnt get a motel..we told the manager if we could change apt he told us that we couldnt we already signed the lease..we asked if they could give us a discount on our rent and he told us he would ask the owner (he still never let us know)..
a week later our kids got sick me and my roomate we having bad headaches and the manager wasnt calling us back..
we went to the office he told us that we would be getting NEW padding in a couple of days..
so july 27 the capet ppl came to put in the padding when we saw the padding it was dusty and smelled worse then our wet one the manger had told us we would be getting new padding but turns out they got the padding from an apt with the same floor plan as our and said it was fairly new..so they go to pull the old padding out and find MILDEW or MOLD underneath the carpet they get a matinace guy to come clean it with BLEACH!!!! we have kids who have been smelling this stuff for a month and a half and they are going to just clean it with bleach..there is so much more but as i write i get mad all over again. what should we do we want to break out lease and get out deposit back and not mess up our credit. we have kids we dont feel safe and are so immune to the smell when guest come over thy turn right back around and leave. i need help!!!
oh and whats is RPA? someone told me to file a complaint but i dont know what that is.
