Cleaning Fee?

I just signed a lease for a new apartment in camden. Included in the lease is a move out fee of $225 for cleaning. It is my understanding that under the law, the landlord is responsible for the repair of anything falling under the category of "normal wear & tear". it would seem to me that a standard cleaning is certainly normal wear and tear. Is this legal?
