Apartment leaks tons of water and carpet is wet and ruined. Landlord refused to fix leak and change carpet.

The lady that babysits my 6 months old daughter is on disability and has section 8. Her ground level apartment leaks around the sliding glass doors which soaks the entire carpet in the living room. There is constantly an odor of mildew in the apartment and we both have expressed concerns of mold and how dangerous that may be to an infant. The landlords have been notified of the problem and their solution was to put out a large fan to dry the carpet! They refuse to remove or even look under the carpet to see how bad the damage is and whether or not there is mold growing. They have done nothing to insullate around the sliding doors to keep the water out. Every time is snows or rains the carpet is soaked. The tenant, as well as myself, have written letters to the landlord expressing concern for the living condition of the tenant and her guests…they refuse to respond. What can we do about this? Isn’t there anything protecting us that says they have to address issues such as this??
