I never got a rent increase notice letter

My lease agreement ended on February 2011, and I didn’t want to signed a new lease because my landlord wanted me to signed at least a 6 months-lease and I am planning to move to my house on May 1st.
I am currently paying my rent month to month, before going to month to month the rental office told me that I was going to pay market price and a $75 fee which, which was a total of $770, yesterday after 3 months paying the same amount and after paying this month’s rent, I got a letter said that the rent had increased and that I still owed $75 for this month and I never got a rent increase notice letter from them saying that the rent was going to increase.
Can my landlord do this? Do I have to pay the $75? If I refuse to pay, what could happen?

You have what is called a month to month tenancy where in a landlord can usually raise the rent as much as he like. But before he can do such increase you have to be informed first. I encourage you to contact your state housing division and ask them for help. |

There will be no rent increases through the termination date. If your lease is renewed automatically on a month to month basis, your landlord may increase the rent during the renewal period by providing a written notice to you, that becomes effective the month following the 30th day after the notice is provided. |
