silver fish and tiny black bugs

Who pays for pest control in miami florida? The rentor or the landlord?
For as long as I have rented, the landlord or association came for pest control. I just moved and have a silverfish and tiny black
Insect problem around food. I let my landlord know and atfirst he stated there is no silver fish problme
And then I let him know there is a huge issue and suddenly he had the perfect advise and
Told me who to call and what to buy…basically telling me to take care of the problem.
Who is suppose to pay for this in florida?
