Am i responsible for painting and replacing the carpet or is the land lord?

Hello, I have lived in my current place for 2 years and lived her prior with my father, I have noticed recently that the paint is peeling from the walls and ceiling and the carpet is starting to lift off of the floor, tack strips are uncovered and stabbing us in the foot. We have duct tape holding down one area that was lifted in the hallway causing a tripping hazard. Also our back porch is gathering mildew ont he ceiling and walls. My question is Am I responsible to fix these or is my landlord? I don’t want to cost her a ton of money if she is and am willing to paint and look for new carpeting and just charge her for my time and not the time of a Professional as i have done this kind of work my whole life. I just need to know if it is my responsiblity or Hers. The house was not painted or the carpet shampooed when we first moved in and not before my father moved in 7 years ago the carpet is thread bear from wear and tear and the walls still have patch marks from the previous tennants (over 7 years ago) My father recently passed away and i am now the renter. Thank you for your time.
