who pays for bed bug extermination ?

I lived in an apartment for 2yrs. In the second year I had bedbug problems. I complined apartment manager several times and they responded and try to treat it, but problme never sloved.

I got fedup with it as I have had throw out my funiture because of bedbugs. I called for an advice of expert. He said replacing the carpet with new ones. end the end of my cotract I left the apartment informing aparment people reason behind my move.

Recenlty they sent me email saying they used bed bug exterminate and they want me to pay for the cost.

Can someone please advice what I should do ?
