one year lease – not informed of bedbugs

Today my son finished moving into an apartment with a one year lease in Sacramento, CA.
He just called and told me that a building on the same property is being tented and treated with Vikane for bedbugs.  All the tenants are going to a hotel for 3 days.  What if the tenants come back and they are still infested from their clothing?

Didn’t the management company have an obligation to tell him the risk of an infestation?
If he had known, he would not have signed the lease.  Someone he spoke to moved out of the building a few weeks ago, and he knew about the bedbugs, so the management knew about it before my son signed the lease last week.

He has a 3 lb. Chihuahua that he is worried about.

What are the legal ramifications?  Can he break his lease?   Is the management responsible for cleaning all of his clothes, bedding etc.?
