Renting room to a tenant

I was trying to help out a young lady who moved to my town because of finding a job in my area. The deal was that she could stay with me temporarily while looking for her own place. As weeks wnet by I realized that she was not even trying to find her place. I also had her to sign and agreement with me to pay a set amount each week which covered utilities, rent water food and cable. I also let her know that she would need to find her own place by end of November. She left went back home to her parents, gave  me no notice that she was leaving and still hasn’t, left all of her belongings. I have tried to communicate with her but she has only responded once in the past 4 weeks, she led me to believe that she would be coming to get her things, I had to make contact with her to find out if she was even coming at the established date and time, she then said she would have to come another day the same week, I told her to call me and let me know which day, but that she would need to take care of everything the same week. As the end of the week got close, I had not heard from her, so I sent her an email to find out if she was coming on Thursday or Friday evening and she didnot respond, finally her father sent an email saying he did not know that she was suppose to have been at my place by Friday evening and asked if he could bring her on another day. I told him he would have to come on theupcoming Monday because I could not keep adjusting my schedule for her. She also owes October rent and I was trying not to charge her for November, but she does not seem to want to communicate or cooperate. So as far as her agreement with me is concerned, can it be considered a legal document holding her to her promise  to pay……and what rights do I have regarding her personal belongings?  Will it be illegal for me to set her things out or do I have to continue to wait until she feels like coming to get her things? I feel like I am being used.
