Cold water – lower rent?

I am renting a condo from private landlords. A year ago there were issues with the hot water heater and I would find myself without any hot water to shower with a few times a week. HOA had promised to work on it and as the weather got warmer so did the water. 

Now it’s cold again. I emailed with the property manager who told me there needs to be work done with the entire system but offered no immediate solution. 
In the mean time, is this a reason to lower rent? I know this is not my landlords’ fault but would like for my landlords to put some pressure on the HOA as well.

Just keep in touch with your landlord and really push for the problem to be fixed, then talk about lowering rent.
