carpet mites or beetles

We have lived here since march I questioned the landlord if the carpets had been cleaned prior to move in. They said yes it’s the law. I have a 11 month old he started crawling about 2 months ago i noticed his legs were getting very dirty from the carpet by the end of the day. We vacumme regular. There were also white pet hair on all of my sons clothes. He had been bitten by something int he apartment all over hias body. I took him tot the doctor , he had hives from the bites an allergic reaction. Today I saw my first carpet beetle what should we do the capet smells bad als well. What are our rights.
