Can my landlord deny my request to fumigate my appartment for bed bugs? I have been renting this appartment for 4 years and the bed bugs have been found recently.

My landlord is in violation of California vehicle code 22658(a)(1) and 22658 (a)(2). Who do I file a complaint with? The district attorney? Police Department? I already know to file in small claims court.
