What’s a mother to do????

I just received a text from my daughter stating where she lives has no heat, the landlord, evidently refuses to fix the heat, still insisting on her paying rent and the electric bill was astronomical! She is the mother of a one year old and 16wks pregnant, so money is an issue. Isn’t there a law somewhere in Georgia that could help/protect my daughter. What rights does she have in regards to paying rent, her electric bill, heat…..all of it, legally??? Please help a Grandmother/mother help pursue an answer!
