What should I do?

By Very frustated tenant!!!

I have a family of three living above me. They have a small child and 2 dogs and they are quite noisy. The man who lives there has talked to me about trying to keep the noise down but doesn’t. His child and the dogs constantly runs around and plays a lot. He just recently became our landlord and I have asked him if he could keep the noise down and he said he would, but that never happened. I have been dealing with their noise for nearly three months and he keeps telling that he’s sorry about the noise and is trying to make it better for me. As of today, that has not happened.  I am getting tired of being chased out of my apartment everyday and not being comfortable. Living like this has affected in a few ways.  I have been told that the manager is likely to do nothing if I were to make a complaint.  The people above me is in violation of 2 rules of our rental agreement: excessive noise that disturbs the peace and quiet of others and no pets. The manager has let people stay with pets, but it clearly says on the leasing agreement no pets, twice.  It seems like no one pays attention or follow what the agreement says. And like I said before, chances are going to the property manager will not change a thing.  What can I do in this situation.
