Unsafe Shaking stairs with loose rails comming off building

I currently live in Texas on the second floor of an apartment with my own stair case that leads directly to my door. The stairs have shook a little for the past few months. But of the past few weeks it has gotten worse. The railing also is coming off the wall at the top with only 1 very loose screw. The wooden beam that looks like a support beam for the stairs has a crack in it. I am no structural engineer but it does looks unsafe.
The stairs shake so bad i have already fallen once with no injury. I myself have bad balance due to problems when i was a child, and my wife has a bad knee which already pains her as she climbs any stairs, and i am afraid she may fall as well due to the shaking stairs. Plus if i do fall again what happens if the railing goes.
Plus the wooden railing on my personal porch is very loose on one side, and the bottom boards look as if they are rotting.
Per my lease i can mail them a letter by certified mail and give them a reasonable amount of time to fix it. If they do not fix it in a reasonable amount of time. I can terminate the lease immediately.
What would be the minimum amount of time (by law or by the severity of the situation) i should give them be?
also any general advice on the situation would be greatly appreciated aswell.
