uncomfortably hot apartment

i am renting a room. during the winter, she doesnt turn on the heater even if it is too cold. i even got sick at one point because of that. but I let it pass since some people are not comfortable with using heater. I just bought a portable heater to keep my room warm at night. then summer came. and recently, it gets really hot here in california. the outside temperature gets over 100 degrees and the indoor temperature is between 84-86 degrees. so of course, i would turn on the AC. even set it on auto to save some electricity. but each time my landlady arrives, she turns off the AC! she wrote me a not to share the utility bills since it got high. i didnt agree to what she wanted since we agreed on $700/month rent including all utilities (we dont even have cable in the apartment!) so i explained to her that i only turn on the AC because it is too hot and becoming really unformfortable with the heat. she replied and apologized for asking me to share the utilities. anyway, nothing changed! everytime she comes home with the AC turned on, she’d turn it off even if the temperature is 84 degree! where can I compain about this?
