To high of a light bill

I am a renter of 1 year, and when i first moved into my apartment i had a normal light bill of like 30-40 dollars, all of a sudden i am gettin a bill of like 200.00 dollars. I talked to my landlord to have the problem fixed with the wires and he said that he would. Some people came to i guess fix something in the basement, but I dont see any change in my bill its still in the 200.00 range i want to know if i can take or should i take out my rent the different in my bill cause for the first few month when i first moved in my light bill was between 30-40 dollasr………what should i do/what can i do about this problem?
