Can’t Control thermostat problems

I moved into a 2 bedroom apartment in a converted house with a smaller apartment in back of me and upstairs. The only thermostat problems is in my apartment. The guy upstairs complains his apartment is too hot and complained to the landlord. Now she insists I keep the air conditioner on at 74 degrees even though it is too cold for me. She says if I don’t, she will put a lock on it? There is nothing about it in my lease. Can she do this?
