Tenant Right

Can landlord increase rent not basing on the market change or reflecting any economical conditions but only on the fact that most of the renters will not move for sense of settlement and convenience? Is there any government complaince requirement for them to do the business at a fair ground? If there is any public data to show the creditibility of the landlord over peirod of time on their frequency and volume of rate increase and decrease?
