Tenant flooded apartment

I rented an apartment on my second floor and the tenants went in the basement trying to add water to the boiler and left the water on. The water started coming out of their radiator and then leaked and damaged my apartment. Now I have damages in their apartment as well as mine and they seem to think its not their fault. What should I do to recover for all damages?
