started charging water without providing water bill

I’ve lived at my apartment complex for over 20 years.  They have just decided to start charging for   water on top of rent.  Problem is there is no bill they can provide me to show how much water I use.  They said the city charges them by the building so they divide the bill up by the square footage and charge us based on the square footage of the apartment.

This cannot be fair as I am ONE person in my 2 bedroom apartment (my son is away at college).  There are some apartments who have 4+ people in their apartments thereby using more water (more dishes to wash, more showers, more laundry etc.)  I am ONE person who eats out mostly, run dishwasher once a week, and 2 loads of laundry a week…hardly comparable to 4 people.  This cannot be something they are allowed to do.  How can they do this ?  Who do I go to? I’ve voiced my opposition to this and their only solution is they will charge me then for the square footage of a one bedroom apartment.  This still is not a fair solution as it is still based on square footage…and still does not address the issue at hand.

Ideas ????
