problems getting landlord to repair or repay for rental property problems

Okay, so Me and my family moved into this half a double in december. No problems, before we signed the lease we asked if he had any problems with bugs. He said " Not that I know of the previous tentant’s called me for little things but the toilet in the downstairs bathroom broke and would run constantly and they never told me so I really dont know" So ok we sign the lease and move in. We start seeing cockroaches, I have a baby and a 4year old. So I called him, he came sprayed hotspot and said he would have the maintence man close up a huge gap between the wall and a door frame. The guy never shows up funny thing is he lives next door, Any way we didn’t see any roaches for few days, then I go to do laundry and there is a bug in the towel so I call him back told him the maintence man never showed up. At our last apartment we had a roach problem as well and we told the landlord and he had a guy come once and refused to have him come again. So we told him we wanted to hire an exterminator to see if we brought the roaches or if they have been here, if we brought them we would pay for the exterminator no problem. So he accepts. Well the guy comes and says he sees no signs of the bugs being on our side just coming thru the openings in the walls. So we call and tell the landlord and he says "Well you said you would pay." I tell him " Yea if we brought them but the exterminator says they are coming thru the walls from next door." He sounds careless thru the rest of conversation. What can I do? Should I threaten to call the code? Actually call the code? If anyone can help me PLEASE!!
