Your landlord must maintain and ensure a rental property in a good state of repair. Things that the landlord provides must be kept in working orders, like your heating system. If something no longer works from “wear and tear” then your landlord should repair it or replace. Having a maintenance problem, you must talk to your landlord or do a written request asking your him to fix the problem. And keep a copy of that written request. If, after being informed and he didn’t do anything within a reasonable time then you can report your problem to the local government or file a complaint through RPA by clicking here: http://www.rentalprotectionagency.com/complaint_center.php
