Problem with landlord and heating

I am having problems with heating in the house I am renting. My bedroom is in the basement and gets to be 10-12 degrees colder than the upstairs. (54 in my bedroom, about 66 upstairs) I have contacted my landlord twice about this issue and he has not once made an effort to come out and check my complaint. I am not really sure where to go from here.
