Problem contacting owner, Property Manager won’t give address

Hi there. I am a former renter and the property manager decided to keep part of my security deposit, unfoundedly. They told me I would have to take it up with the owner directly and submit to them in writing my appeal. I asked the property manager for the owner’s address so I could send them my appeal, and they refused to give it to me. They told me there are ways to get the address. I sent the letter to the address in property tax records, and it was undeliverable. What recourse do I have? Thank you.
