after contacting a New Castle County Building Inspectior and numerous complaints of repairs needed All of which was caused but the Complexes maintenance crew rigging instead of fixing ALL my apartments issues ,The office sends me a letter stating They are refusing to renew My lease….can they do this?

Carpet padding and tacks

I’ve been charged for carpet padding and tacks but they said they can not charge for the carpet because its been over 5yrs (6.5 total) so my question is if its not my responsibility for the carpet how can I be responsible for the padding or tacks?
