landlord refuses to fix heat and hot water

heat is never on and hot water barely is working.. is there anything i can do. i reported this problem to management plenty of times which they havent did anything about. im located in pa if that helps

there was a sewage backup in our apartment leading to sewage floded bathroom (which we cleaned ourselfs) as well as a sewage flooded closet floor. My landlord had the soaked cardbord on the closet floor removed and now says it was cleaned. I still smelles like sewage and the closet cannot be used anymore. Do I have the right to have somebody clean, disinfect the floor and put in a new floor in and deduct the charge from my next rent? thanks

Paying to clean carpet from security deposit evn though sam propety is now advertised as “new”

I landlord is charging me to for steam cleaning services. The problem I have is that the LL is now advertising the same property as having "new" carpet. Why would I reimburse the LL for cleaning the old carpet if he has new carpet in the property now?
