Noisy and disorderly neighbors

I live in the Bronx, where the building next door to us have a dog barking at night and when there\’s a party, it goes on with loud music until 6 a.m. in the morning on most weekends. I had notified the police on many occasions, however, they never show up. I\’m aware that in the State of New York loud music should be down by 11:00p.m. What should I do? I\’m not sure if the landlord is giving the party or maybe the super who lives in the basement of that building. Who should I notify?
