No water

We had a severe winter storm that caused a lot of frozen pipe damage to homes in New Mexico. We rent a home (plus 3 other roomates) and after we found a leak in the kitchen, we called our landlord and had a plumber come out 5 days after the pipes broke (delay due to so many issues in the state).  We were told and showed to turn on and off the water as needed, which we have been doing, but we have to clean up the kitchen floor right after because of the leak. When plumber came to assess damage, he stated he could not find leak so it would be a few more days for him to return and do more extensive work, well, its been another week and no one has come by and our landlord is not responding.  We stated we should get a discount on our rent and he said no, but we can rent a room (that would fit all 4 of us!) at $50/day. Help, what legal manners can we proceed with?
