No heat weather related

I am looking to find out if a landlord should put tenants up in a hotel if they have no heat due to weather related issues. The problem was the lines came off at the house, and the electric company could not restore the electricity until an electrician fixed the problem at the house. They said the landlord needed to take care of that. The landlord did not make a call until two days later, then he needed to order a part, so it was three days total no heat. This took place in Mass. Does anyone know the answer to this question? Thank You!
