My roommate has person over everyday

I have a June 2012 to end of May 2013 lease on a 2 bedroom apartment.

I signed the lease with my friend so we are both on the lease.
Starting in September, my roommate has had her girlfriend over every single day as an overnight guest. I told her I was not okay with this and it was not acceptable. She ignored me so I called the landlord about it and the landlord says she won’t do anything.
Her girlfriend makes me feel uncomfortable and they are always loud in the middle of the night. I’ve told them to stop this but they still do it.
It is now October and I want to move out. Can I break the lease without penalty because my quiet enjoyment is being harmed?
The state I am in is Vermont.
