Monthly rent increased retroactively

PsaimI live in Orange County, CA and had an 18-month lease that I converted over to a month to month rental after the lease expired. I have a letter dated 8 August stating my rental on a month-to-mointh basis. The letter states that the monthly rental rate includes all premiums and sur charges for a stoarge lcoker that I also rent in the same aprtment complex. After paying my monthly rent for October, based on the new month-to-month rate, I was told the letter was incorrent and my monthly rent does not include an additonal premium of $75/month for my storage locker and therefore my month-to-month rate is to be increased $75/month. I was verbally told this several days after I paid my rent based on the new monthly rental. Is this legal?
