landlord moved into a trailer across from me

Rented on 5 acres landlord lived on opposite side of acerage,  He now has moved into a 5th wheel trailer across from us and rented his place out.  He lied said he was moving.  The property is only zoned for one address so that rentals would not be formed per 5 acres, he used his address to rent to us and he uses a PO box.   This not known to us either when we rented,

He has tapped into the new renters electriity guess they agreed and pays them.  However our privacy is gone he watches us all the time the trailer is tiny,  We would of never rented if we knew these things.  He is also a slum lord will not fix anything our furnice went out last Winter and he still has not fixed it we have to use space heaters.  We are seniors and do not have the money to move yet.
I am concerned about his gray water and waste as he refuses to use the trash companies or any company he does not have to and has containers of chemicals stored in his garage and never see him take trash off the property.
He is a creep.  Nothing illegal about that but we feel like we are living with Norma Bates.
Any suggestions will be greatly appreciated.
