Is landlord in breach of contract?

I live in a trailer park ..i rent a 3 bedroom trailer in which my fiance and i had rented since 10/2010 .he passed away in November 2012 leaving me back rent to pay ..the owner had taken me to eviction court after he agreed my son could move in with me in January but i asked him repeatedly for new lease in which he failed to do so by telling me he would get to it.  well now im going through eviction court and we signed an agreement for him to wait 2 weeks until i get rental assistance ..the rental assistance office needed to fax a paper to him stating  that my son lived here since January so they can process the paper work..well he told them he would fax to them that day and never did..a  week later i called to see how things were to find out he never faxed it over ..leaving me a few short days to ask him to fax it to them..well needless to say he was on vacation until the 1st.  payment as per agreement was the 28th of june..however nothing could be done due to him not sending paper to rental assistance office…is he breaching the contract and what can i do to get extention if he is not?  i have a handicap son in the home and dont know where to go or what to do..please help me as i am living under conditons where the roof has not been fixed repairs have not been made since the sandy storm…i dont believe i owe him this much i havent had use of two rooms since i have lived here..other than for storage..what can i do?
