Is it legal?

My sister in law is in an apartment in n.y. state she has some mental problems. The landlord has moved her from an upstairs apt. to a down stairs apt. She has no refrigerator or electricity in the bathroom this is going on three weeks. We are going out there and wish to know what leverage I can use to aid this poor women who is 65. thanks
