Insulation

I am renting a single family home in South Eastern PA and it uses oil heat. We pay $1550.00 a month in rent and are paying about $600 a month for heat in the winter (estimated based on cost of delivery and frequency). I am not sure, but I don’t think the house is up to code on insulation. The windows and doors are very drafty, the garage door has large gaps that allow tons of hot air to get out and cold air to get in. There is NO insulation in the attic at all, most of the windows are fairly new, double pane glass, but storm windows were never given to us. I am not even sure the walls are insulated because they are ice cold to the touch all winter long.

I am wondering whether or not to get a professional to come and inspect the house to see if the insulation is up to code.
I have 2 questions:
1) If the house is not up to code, is the landlord responsible for insulating the house up to code?
2) I know that it is difficult to say based on the information that I’ve given, but do you think that my house could possibly not be up to code? 
Any information on resources to use to answer these questions would also be appreciated.
