If first treatment is not enough a second treatment I will have to pay for?

Hello
We found out about 11-30-2011 that we have bed bugs and the landlord is going to pay for the first treatment,but said they may have to retreat the apartment a second time and that we would have to pay the cost of $1200.00 dollars if it needs another treatment.The apartment next to us has bed bugs too.Asked the landlord if the bugs could of came from there and was told NO.And that the bugs well not move from apartment to apartment through the walls.Is that true?
