Haven’t fixed anything!!!

I moved into my rental house less then 1 month ago.  I’m a newly single mom and found a place that would do for my plan of 2 years.  Supposed to be a 3 bedroom,  3rd bedroom being in the basement.  No big deal to me I’d sleep down there and my kids upstairs.  Well about a week after I moved in our 2" of frozen snow and ice began to melt and instantly that 3rd bedroom was flooded!  I called the next day to get someone out,  it was several days before someone came and nothing was done except they said they would be back.  A different guy came back who was awesome and really knew what he was doing.  He discovered that the electrical is not wired correctly and had to request an electrical contractor (this was a week ago and I have heard nothing on this matter), the outlet for my stove doesnt even work!  As for the basement everything he reccomended to do it properly was going to be approx. 25K according to friends of mine.  I checked this place out and did this on my own,  shouldn’t have but being newly independent I wanted to make my decission. 

My boyfriend and his dad used to only build basements until the market started to go south.  They have come in and looked and agree with the maintence guy,  it would take about 25K to repair all this the CORRECT way, also there are no gutters on this house and no grading to help direct water away.  Last night within 2 hours of a storm starting I had an indoor pool!!  I have called today with no return call.  I cannot live in a house like this and keep my kids in a house like this.  They made me pay a $1000 deposit due to no rental history (my ex husband and I in our 9 year marriage had just owned 2 houses never rented).  I’m living in a DUMP and they are not fixing anything!!  What are my rights?  I’m getting no help with anyone I call. 

To top this off I have informed them BOTH of my kids have health problems.  One has severe asthma and allergies while the other one has that in addition to premature and underdeveloped lungs!  Someone please help me and my kids!!!  Rent is due by Friday and I do not want to pay.  I want to use it to get the you know what out!!  Also if I didn’t pay how long would I have to get out?
